Grozny is called the pearl of the Caucasus. Over the past twenty years, the city has become one of the most prosperous regional centers of Russia. Grozny’s transformation is not stopping, and this is largely thanks to the master plan developed by a consortium led by the studio’s specialists.
Urban environment design created in the studio is a fresh response to the challenges of the 21st century and a clear example of what a master plan of any Russian city should be. In addition to urban planning solutions, it describes in detail the economy, industry, social development, engineering infrastructure and, most importantly, Grozny’s role in the country and the world fifteen years from now.
A master plan is a document that defines a long-term strategy for integrated development of a territory. Since the traditional urban planning method with all the limitations of a clumsy general plan does not reflect the spirit of time and the real needs of people, our cities need a new modern approach to spatial transformation.
The master plan envisages the growth of the city’s population by one and a half times. It is assumed that during this time the index of urban environment quality, the value of gross urban product, the area of housing stock and other important indicators will also increase.
Research and analytics
To understand the future, we need to study Grozny’s past and present. The studio experts conducted large-scale research of the history, culture and climate; studied the dynamics of demographic and social development and the tourism sector; identified problems in the city’s infrastructure and economy.
The result of this analytical work is a strategy for the comprehensive development of the city.
Urban development strategy
The city’s development strategy is based on its mission in the region, the republic and the country as a whole. Fifteen years from now, Grozny will be one of the cultural and economic centers of the Islamic world, a bridge to the Middle East, a place of strength in the Caucasus and a center of attraction with the youngest population in the country.

Goals and objectives
The integrated development scenario envisages four main trends: diversification of the economy, transformation of the labor market, development of human capital and formation of a new urban image.
The city is creating a cluster of information technologies, developing a network of eco-farms, modernizing the industrial sector and implementing large-scale construction projects.
The labor market is changing due to an increase in the share of professionals in priority areas, as well as due to the development of new skills. New schools are being built in Grozny and there are plans to open a children’s and youth science and education center. The information technology cluster and the creative industries center will also have educational functions.
Halal Foodpolis, the first Russian industrial park where halal products will be developed, produced and tested, is created near the airport.
In the undeveloped western part of the city, a distributed eco-technopark for processing of solid municipal waste, a biogas plant, a halal vegetable production sector and a cluster of construction materials and technologies are organized.
The construction of new buildings with all the necessary social infrastructure, as well as construction of new centers of social life increases the knowledge and experience of each person. An international business quarter is built next to the new government complex.
The urban image is formed taking into account the strengthening of the metropolitan functions of the city and its importance in the region.
Brand and identity
The image of a modern city with a rich heritage is embodied in its identity. Traditional Vainakh and Islamic symbols come together to form the first letter of the city’s name which, thanks to an elegant design solution, becomes clear to locals and visitors alike.
The identity forms the basis of the city’s design code and is reflected in its architecture and landscaping elements.
Spatial development
For efficient distribution of functions, the city is divided into seven planning districts. Each district is designed taking into account the strengthening of agglomeration links.
Two transportation rings are organized: the inner one surrounds the center of the city, while the outer one is necessary for the removal of cargo and transit transport. The system of suburban trains is developed, the dead-end branch of the railroad is extended to Nazran and is actively used for direct communication with Vladikavkaz, as well as other major cities.
The master plan envisages the creation of ten new natural zones. Engineering infrastructure and sociocultural framework are developed.
Priority areas
The development of ten priority zones is described in detail in the development strategy. Comfortable housing with convenient routes between buildings is built in the zones. Such areas offer everything necessary for the realization of intellectual and creative potential of the citizens.
Parks are developed in the first zone. Kindergartens, schools and a hospital will also be built there.
The network of public spaces in the central part of the city is connected by convenient pedestrian routes and expanded by improved embankments.
The central square is separated from the road by a green buffer, galleries with shade canopies are located along the main pedestrian flows. A landmark art object appears in the city: a monumental arch in the form of Grozny’s logo. The City of Professions, a place where children can playfully try on the roles of specialists in various fields, is organized in Tsvetochny Park.
Another tourist attraction is the Berkat Market. Its architectural image combines modern motifs and traditional forms typical of oriental bazaars with their galleries, arched niches and domed vaults.
An industrial cluster surrounded by a green buffer starts close to the autodrome. Perpendicular to the main park is an area with public, business and educational functions. Opposite the station is a transportation hub and a multifunctional complex with business and educational functions.
Isaeva Avenue is extended to connect the new district with the rest of the city. A high rise dominant tower with a situation center and an observation deck on the top floor is located on its axis.
Individual residential development is complemented by a new school and two kindergartens. A park with hotels and an equestrian club becomes another public center of the city.
The Grozny Sea is framed by a network of landscaped embankments with shade canopies, unique art objects, observation platforms and everything else necessary for quiet recreation.
The core of the new district between Grozny and Argun is a business and exhibition center that becomes a platform for attracting investors and developing international cooperation.
An education and innovation cluster is organized in the eastern part of the city, including a military academy, a technology park, Sirius educational center and Patriot Park. A sports cluster with a multifunctional sports complex, a rehabilitation medicine center, an ice complex and three hotels is located nearby.
Implementation of priority projects lays the foundation for Grozny’s new economy, provides housing for the growing population, creates jobs and conditions for the comprehensive development of the city’s residents.
